The rapid evolution of CBDC and digital assets represents a transformative shift in the financial landscape and the digitization of money. Of the 131 countries tracked by the Atlantic Council, 11 countries have formally launched the CBDC, while 21 countries have it under pilot and the other 79 countries are in advance development and research mode.
This session aims to explore the accelerating trend of digitization within the context of CBDCs and digital assets and the key drivers behind this significant change, examining the legal and regulatory landscape, privacy and security related frameworks and socio-economic implications shaping the digital financial ecosystem. The session will also consider the potential upcoming impacts on the finance professionals, policymakers and law enforcement agencies.

Vinay Ahuja

Vinay is a seasoned Partner and Group Leader of the Regional Banking & Finance Practice Group, with expertise in fintech and technology. With an impressive 18 years of transactional and advisory experience, including more than a decade in Southeast Asia with DFDL, Vinay has advised a diverse range of clients, including domestic and international banks, sponsors, private and institutional investors, insurance companies, development banks, governments, agencies, and state-owned enterprises. His extensive experience spans domestic and cross-border finance transactions such as commercial and institutional lending, acquisition and leveraged finance, project finance, securitisation and structured finance, derivatives, secured and unsecured transactions, as well as regulatory advice and compliance.

Vinay not only leads the firm’s Indonesia Practice but also serves as the head of the India Desk, solidifying his expertise in these regions. Additionally, he cultivates and manages key client relationships while serving as one of the firm’s sector leaders in the banking and finance domain. Throughout his career, Vinay has advised a broad spectrum of corporate and multinational clients on intricate transactions in Indonesia, Lao PDR, and Thailand, particularly in sectors such as energy, infrastructure, mining, information technology, telecommunications, transport and logistics, and agriculture. In recent times, Vinay has been dedicated to advising clients engaged in blockchain and cryptocurrencies, showcasing his knowledge in this rapidly evolving field.

Thomas Zwissler

Thomas is a partner at German law firm ZIRNGIBL, a full service business law firm with offices in Munich, Berlin and Frankfurt. His practice focuses on Corporate and Banking law as well as capital markets and corporate finance transactions. He has extensive experience in Private Equity and Venture Capital financing, M&A-and Takeover-Transactions and Outsourcing-Projects.

Thomas has extensive experience as member of supervisory and advisory boards of various corpo-rations and associations.

In IPBA he serves as Jurisdictional Council Member Germany and he is the immediate Past-Chairman of the Banking, Finance and Securities Committee.

Yuri Suzuki

Yuri Suzuki is Co-Chair, the IPBA Banking, Finance & Securities Committee and a member of the Tokyo conference organizing committee.

Yuri is a senior partner and chief sustainability officer at Atsumi & Sakai, Tokyo. She deals with a wide range of banking, finance and capital markets issues, with a particular well acknowledged reputation in regard with financial services regulation, loans, asset finance and securitization. Given her strong technical skills and market knowledge in financial industry matters, she is also well regarded for her work on a wide variety cases on Fintech issues, including payment services and digital assets.

Eddie Hsiung

Eddie Hsiung, a Partner of Lee and Li, Attorneys-at-Law (Taiwan), is qualified to practice law in Taiwan and New York, and a CPA of Washington State, U.S.A. His practice focuses on M&A, securities, banking and finance, asset and fund management, PE/VC investments, general corporate and commercial. In addition to traditional practice areas, he has devoted himself to "new areas" such as emerging technologies, digital economy, virtual assets (cryptocurrencies/ NFTs), AI, data protection, digital governance, and is often invited to provide advice to the Taiwan government and legislators in these areas on regulatory policy and governance. Richard Holbrook

Richard B. Holbrook, Jr. is a partner in Crowell & Moring's Corporate and Financial Services Groups. Mr. Holbrook represents financial institutions, start-ups, high-tech companies, government contractors and other corporations on mergers and acquisitions, financings/investments, joint ventures, and other complex corporate transactions.

Mr. Holbrook has extensive experience with the formation of and investments into investment funds (representing both sponsors and limited partners) and a wide variety of commercial and corporate agreements, including joint venture agreements, IT-related services agreements, supply agreements and trademark licenses. Mr. Holbrook also advises on matters relating to commodity futures law.

Mr. Holbrook has also served as the in-house general counsel and chief legal officer for an international digital asset company.
